노름 means gambling, and 판 can mean place, game, or board, so 노름판 can mean either gambling place, gambling game, or gambling table (board). 판돈 literally means [gambling] table (판) money (돈), which can refer to either the money on the table or the bets on the table. Another word with the same meaning as 판돈 is 살돈, which literally means skin (살) money (돈). 살돈 is the pure Korean version of the Sino-Korean word 육전 (肉錢), which also literally means skin (肉) money (錢). The verb 대다 can mean to put or to place, so 살돈을 대다 literally means to put in skin money, which translates as to bet. Notice that the Korean expression put in skin money is very similar to the English expression put skin in the game.
