The world leaders were hoping that Ukrainians would just surrender to Putin, which would have allowed them to ignore Zelenskyy's request for weapons, but when Ukrainians did not surrender, world leaders were forced to pretend they did not hear his request for weapons the first time.

World leaders, including U.S. President Joe Biden, have been slow to give President Zelenskyy the weapons he needs to stop Putin from killing Ukrainians, and that dithering by world leaders has frustrated the Ukrainian president.
